In a case that has implications for special purpose grand juries across the state, the Georgia Court of Appeals has ruled that one such grand jury in Clayton County overstepped its authority in a public corruption investigation of the former city manager of Morrow.

In an opinion released Monday, the appellate panel said that the special purpose grand jury’s investigation of former city manager John Lampl over alleged irregularities associated with the development of Olde Towne Morrow was limited by court order to investigating allegations of public corruption and other crimes allegedly committed by current or previously elected county officials.
