As lawmakers, judges and attorneys began to wrap up a two-hour discussion on the details of an e-discovery reform bill for Georgia, Thomas S. Carlock started getting frustrated. He wanted to talk about the “multiheaded beast” that made the bill necessary.
“It’s just horrible,” Carlock said.
