Federal lawsuits challenging two Georgia counties over the imposition of fees and fines on criminal defendants settled this week, one with an agreement to reimburse defendants as much as $235,000 and the second with a deal to implement policy changes that would prevent defendants who could not afford the fines from being jailed for nonpayment.
In a settlement with the Southern Center for Human Rights, Grady County has agreed to reimburse 400 criminal defendants who were ordered by then-State Court Judge William Bass to pay unauthorized county administrative costs in addition to authorized misdemeanor fines.
