For the second time in a week, a federal judge has found the city of Atlanta in contempt for violating a court order requiring it to implement police reforms.

U.S. District Judge Timothy Batten on Tuesday said the city has failed to comply with orders he issued in December 2010 and December 2011 that established a series of police reforms. The city, he said, also was unable to demonstrate that its failure to comply with his orders “was legally excusable.”
