A DeKalb County senior judge appointed to serve as a special master in the State Bar of Georgia’s ethics complaint against Georgia’s speaker of the House has recused at the insistence of the speaker’s lawyer, former Gov. Roy Barnes.

On Monday, Senior Judge Robert Castellani granted the motion filed on behalf of House Speaker David Ralston. In it, Barnes had claimed that Castellani’s appointment as a replacement for former special master Mark Dehler carried with it the appearance of a conflict of interest because the senior judge’s expenses, per diem and retirement funds are determined by the state Legislature, where Ralston wields significant influence.
