The city of Sandy Springs has secured a victory in its battle against stores that sell sex toys, but the suburban Atlanta municipality’s long-running litigation war is not over.

A panel of three judges at the U.S. Court of Appeals for the Eleventh Circuit on Tuesday upheld the city’s ban on the sale of adult entertainment merchandise. But the panel also suggested that the whole court should review the decision.
