Delaware is laying the groundwork for a single, unified treatment court after a council reviewing several problem-solving courts this week released its recommendations for improving the system, which prioritizes diversion and rehabilitation over incarceration.

The report, released Monday by the Criminal Justice Council of the Judiciary, said the move to bring problem-solving courts under one “umbrella” would help to eliminate some of the deficiencies that have cropped up in the two decades since they were first enacted.

Specifically, the report pointed to inconsistencies that can arise between programs that operate out of different counties and even separate courts within the Delaware judiciary.
