The city of Seaford's newly passed ordinance requiring aborted or miscarried fetal tissue to be interred or cremated is being challenged at the state level, with Attorney General Kathy Jennings arguing it's in conflict with Delaware law.

The city passed the ordinance last month, planning to have it go into effect beginning Jan. 22, with the explanation that the ordinance is intended to give options on what happens to tissue from a terminated pregnancy.
