Ezcorp Inc., an Austin, Texas-based credit lender, has named Thomas Welch senior vice president and general counsel. Previously he was executive vice president and general corporate counsel at Dell Inc.
Louisville, Ky.-based Steel Technologies Inc. named Joseph Kamer vice president, general counsel and secretary. Previously he was associate general counsel and assistant secretary of Lexmark International Inc.

Sagent Advisors Inc., a New York-based investment bank, has named Osamu Watanabe general counsel and chief compliance officer. Previously he was executive director and senior counsel at UBS Investment Bank.
Newport Beach, Calif.-based Hagen, Streiff, Newton & Oshiro, a forensic accounting and electronic data solutions company, named Andy Rickman general counsel and partner in charge of corporate investigations and compliance practice.
