Citigroup has promoted from within to fill the role of deputy general counsel at the company, reports Corporate Counsel.

Kevin Thurm, a former associate at New York firm Cahill Gordon & Reindel, has spent most of his career in administrative and government posts, most recently serving as Citi's chief administrative officer of consumer banking for North America.

"Kevin brings a wide range of experience from the senior leadership positions he has held at Citi and in the US Government," said Citi general counsel Michael Helfer.

Thurm joined Citi in 2001 as director of consumer planning in its global consumer group. he became director of administration under vice chairman Lewis Kaden, who is handling most of the bank's talks with Kenneth Feinberg, the US Treasury Department's pay czar. Thurm has also been chief of staff for the company's then-president Robert Willumstad.

As a member of the company's the legal management team, Thurm will report directly to Helfer, who has held the GC role at Citi since 2003. Thurm's responsibilities will include overseeing companywide legal functions and legal issues involving senior executives, the board of directors, and regulators.

He also has 15 years of experience working in government. Before joining Citi, he was deputy secretary and chief operating officer of the US Department of Health and Human Services from 1996 to 2001. He also served as the department's chief of staff and principal adviser to Secretary Donna Shalala.
