Herbert Smith Freehills has hired Deutsche Bank compliance head Andrew Procter as a partner in the firm's global financial services regulatory practice.

Procter – who will join HSF in June – was previously head of the enforcement division at the UK Financial Services Authority before joining Deutsche Bank in 2005. He has also held senior positions at the Hong Kong Securities and Futures Commission and, before that, the Australian Securities Commission.

Procter is the second senior hire for the firm's global financial services regulatory team in 2014, following the recruitment of William Hallatt as a partner in the Hong Kong office.

Corporate partner James Palmer told Legal Week that HSF's financial services regulatory group is now back up toits desired size following a series of high-profile exits, including group head Martyn Hopper who joined Linklaters last year.

Speaking about the recruitment of Procter, Palmer (pictured) added: "There's not many in-house counsel who have Andrew's reputation and energy – he has real insight into what boards want and experience of the type of global, strategic advice clients are now looking for.

"The join-up of our contentious and non-contentious practice has been at the core of the firm and Andrew is part of this positioning. There is a huge market for this and we expect further growth over the next five-ten years."
