Norton Rose Fulbright has promoted just two London lawyers to its partnership in a 39-strong round as CMS promoted 31 lawyers across its global network.
The number of London promotions has more than halved since last year's round when five were made up out of 51. In 2014, 10 City lawyers joined the partnership out of 46 globally.
This means that City lawyers make up 5% of the group this year compared to 10% in 2015 and 20% in 2014.
The firm has also appointed five partners in Europe, 14 partners in the US, two partners in Asia, six in Australia, seven in Canada, one in the Middle East and two in South Africa.
Female partners represent 31% of the promotions, with 12 women made up altogether. In 2015, women made up 37% of the lawyers promoted.
The firm's global chief executive Peter Martyr said: "This year's promotions underline our global strategy across the firm and illustrate our continued dedication to the expansion of our core markets."
The appointments encompassed seven of the firm's practice groups including corporate, M&A and securities (6); banking and finance (13); and dispute resolution and litigation (12).
Meanwhile, CMS has elected 31 new partners with women accounting for 39% of the round.
Promotions have been awarded across the firm's global network, with London seeing two of its number made up.
In total five lawyers have made up to partner in the UK.
The corporate practice has seen the largest number of partners made up with nine new members of the practice. Energy, environment, projects and construction has seen the second largest with four new partners split across offices in the UK, Poland and Dubai.
All promotions are effective from 1 May 2016. On the same day Stephen Millar will become CMS' new UK managing partner and Duncan Weston - who is the current managing partner - starts his role as CMS executive partner for global development.
Penelope Warne, senior partner of CMS UK, said: "It is very good to see the female representation of our global promotions remaining high and spanning a number of our core jurisdictions and sectors, a reflection of the inclusive culture we are proud of at CMS."
Warne also praised the "breadth of talent" at the firm and welcomed Millar and Weston to their roles.
Last year almost half of CMS' promotions went to female partners. Eighteen of CMS' 39 new partners across Europe and the Middle East in 2015 were women, which accounted for 46% of the round.
Seven of the 10 promotions in the UK went to female candidates. Eighteen of the appointments were to partner roles in CMS Cameron McKenna.
Last week Charles Russell Speechlys, Herbert Smith Freehills (HSF) and Clifford Chance announced their 2016 rounds.
Charles Russell Speechlys appointed nine lawyers to its partnership, while HSF added 20 and CC added 24.
