Willkie Farr & Gallagher has hired a partner from Skadden, Arps, Slate, Meagher & Flom for its Latin America practice based in Washington, D.C.

Jorge Kamine will focus on corporate and finance transactions involving international energy and infrastructure projects both in the region and globally, the firm said.

Kamine has advised Peru LNG S.R.L. in the financing of its $3.8 billion LNG export project, the first natural gas liquefaction plant in South America. His experience also includes numerous first-of-its-kind projects and transactions involving renewables and other types of power generation projects.

Kamine also previously served as an attorney in the Latin America and Caribbean practice group of The World Bank and as a lawyer at an international energy law firm based in Houston. He has led projects and transactions in over 25 countries, including work on public-private partnerships and other investments, particularly those involving rail, water and sanitation, the firm said.

Capital markets work has stalled in Latin America because of market volatility as COVID-19 spreads globally. But lawyers, including Kamine, see infrastructure projects in the region moving forward in 2020.

"While the COVID-19 pandemic is affecting everyone in different ways, I remain confident that there is a strong, underlying need for significant amounts of new private sector investment in energy and infrastructure," Kamine said.

Willkie said it worked to recruit Kamine "for some time" as it seeks to make lateral hires across its U.S. and international offices.

Maria-Leticia Ossa Daza, a partner and head of Willkie's Latin America practice, said that Kamine brings "long-standing client relationships and significant experience" to the firm.
