A split D.C. court has ruled that Quinn Emanuel Urquhart & Sullivan must demonstrate its authority to represent Doraleh Container Terminal SA before a decision can be made about enforcing a $474 million arbitral award against Djibouti.

In a 2-1 decision on July 30, the U.S. Court of Appeals in the District of Columbia overturned a decision of the London Court of International Arbitration (LCIA), raising questions about Quinn Emanuel’s right to represent its purported client in the long-standing Dubai-Djibouti port dispute, Doraleh Container Terminal v Republic of Djibouti.
