Syria remains liable for atrocities in U.S. courts even after the fall of Assad’s government. Congress established the U.S. Victims of State Sponsored Terrorism Fund (USVSST Fund) in 2015 to compensate survivors of regimes including those in Syria, Iran, North Korea, and Cuba.
