The U.S. Patent and Trademark Office is working hard to implement changes in the wake of the passage of the America Invents Act, but the changes will not immediately be perfect, predicts PTO Director David Kappos.

The AIA was signed into law by President Barack Obama on Sept. 16. (See bit.ly/LTN1112d.) The changes at the PTO ultimately will switch the patent system from a first-to-invent to a first-to-file system, said Kappos at a recent ALM program in Washington, D.C.
