“There are times I feel like a firefighter in a small town,” said David Shonka, acting general counsel of Federal Trade Commission. In the past, the ‘water’ needed to douse litigation fires was general competence, necessary to preserve paper documents and ensure that others didn’t accidentally see your plans.

But these days, Shonka says a train is rolling into town with a chlorine leak, and water isn’t enough. “This is no longer, if it ever was, a one-person shell.”
