There's a fine line between government settlements that promote justice and those that amount to windfalls for select non-profit organizations.

Attorney General Jeff Session shut the practice down in a memo released on Wednesday, proclaiming that settlement proceeds “should go first to the victims and then to the American people— not to bankroll third-party special interest groups or the political friends of whoever is in power.”

He's got a point.
