Spend enough time in federal court and even a layperson can tick off the factors considered by judges at sentencing: offense conduct, criminal history, deterrence, etc.
But a new mitigating factor keeps coming up for those issuing federal carceral sentences in New York City: the deplorable conditions at the Bureau of Prisons-run Metropolitan Detention Center in Brooklyn.
