Ryan Blaney has rejoined Proskauer Rose as a partner from Cozen O'Connor, where he chaired the firm's privacy and data security practice. Blaney will work in Proskauer's health care practice as a partner in Washington, D.C.

Blaney was previously a senior associate at Proskauer before departing in 2014 for Cozen. After little more than five years, he is returning to Proskauer. Blaney agreed to an interview, but later declined through a spokeswoman, and issued a statement saying he was "honored" to rejoin Proskauer.

"As innovation unfolds, and the regulatory landscape continues to change, both health care and privacy have become areas of critical importance to clients," Blaney said in a statement. "Proskauer's top-tier health care, transactional and privacy attorneys together provide comprehensive strategic counsel to address our clients' increasingly complex concerns. I'm excited to rejoin the team!"

Rick Zall, chair of Proskauer's health care department and industry practice, touted in a statement Blaney's "background and experience" as a tremendous value to clients undertaking significant transactions or "bet-the-company" investigations. Blaney services health care, life sciences and technology clients on regulatory, investigative, enforcement and transactional matters.

"Ryan is a talented lawyer and we are thrilled to have him return to Proskauer," said Paul Hamburger, head of Proskauer's D.C. office, in a statement. "His breadth and depth of experience working across the healthcare continuum and with various healthcare organizations is an excellent addition to our D.C. office as we continue our strategic growth in this fast-changing industry."

His colleagues at Cozen appear to agree. "Ryan is a terrific lawyer and we wish him the best in his return to Proskauer," a Cozen spokeswoman said on behalf of the firm.
