Quinn Emanuel Urquhart & Sullivan litigator William Burck will be representing U.S. Secretary of State Mike Pompeo in any pending legal matters surrounding the Trump administration's handling of military aid to Ukraine, a person with knowledge of the relationship confirmed.

A co-managing partner of Quinn Emanuel's Washington, D.C., office, Burck is already representing senior National Security Council attorney John Eisenberg in the House impeachment inquiry, which is focused on whether the president improperly used foreign policy to advance his domestic political fortunes.

Pompeo has not been subpoenaed by the House Intelligence Committee that is leading the impeachment inquiry. White House officials, including acting White House Chief of Staff Mick Mulvaney, have announced they will not be cooperating with the Democrats' probe.

Burck, a former George W. Bush senior aide, represented former Trump chief political strategist Steve Bannon, former Trump White House chief of staff Reince Priebus and former White House Counsel Donald McGahn during the Mueller investigation into Russian interference in the 2016 U.S. elections.

He was also lead counsel for Maureen McDonnell, former First Lady of the Commonwealth of Virginia, in a federal criminal case charging her and her husband, former Virginia Gov. Robert McDonnell, with corruption charges, and represented New England Patriots owner Robert Kraft in his case against the state of Florida.

Burck represented the GOP-controlled House in its suits against the Affordable Care Act during the Obama administration. He eventually left the case in October of 2014, just as his predecessor, David Rivkin of Baker Hostetler, did the month prior.

During the contentious Kavanaugh hearings in September of 2018, Burck was part of a group of attorneys charged with reviewing material from Kavanaugh's days in the George W. Bush White House. The group was given authority to censor certain material, which did not go over well with Democrats on the Senate Judiciary Committee and elevated public discussion around those involved, including Burck.

More recently Burck registered as a "foreign agent" for a Kuwaiti company, shown in disclosures made to the Justice Department, in August of 2019. Burck and the four other attorneys that signed up with him were were the first attorneys from Quinn Emanuel to register under the Foreign Agent Registration Act.

Burck also has a notable list of domestic corporate clients, including Boeing, AIG and PPG Industries, and has also worked with foreign companies such as Brazilian conglomerate Odebrecht Group, Singapore-based Trafigura and Paris-based FIFA.
