A federal judge in Washington, D.C., rejected the Trump administration’s bid to entirely withhold communications from The New York Times on a hold placed on Ukrainian military aid, finding the government’s filings in the case did not show firsthand knowledge needed to justify that decision.

U.S. District Judge Amy Berman Jackson of the District of Columbia made the ruling during a phone conference in the case Monday. She directed the Trump administration to say by Thursday whether it would provide the newspaper with the emails sought in the public records lawsuit, or if it would be filing supplemental materials to give further reason as to why the communications should be withheld.
