A special three-judge court in D.C. on Tuesday wrestled with how to approach a case on President Donald Trump’s memorandum excluding undocumented immigrants from the population count used to designate congressional seats.

Hanging over the case were developments in separate litigation in the U.S. District Court for the Northern District of California, in which U.S. District Judge Lucy Koh last week issued an injunction blocking the administration from ending census field operations by the end of September. On Monday, the administration said it would wrap up the process by Oct. 5, sparking questions about whether officials were defying the court order.
