Rep. Eleanor Holmes Norton is recommending Jia Cobb, a civil rights attorney, to fill U.S. District Judge Emmet Sullivan’s seat on the Washington, D.C., trial court.

Norton, who is the sole representative for D.C. in Congress, plays the role under President Joe Biden that senators typically have when it comes to recommending judges for the U.S. District Court for the District of Columbia. In a statement Thursday announcing Cobb’s recommendation, Norton said “Cobb possesses all the necessary qualities to be an exceptional federal judge.”
