The U.S. Court of Appeals for the Sixth Circuit upheld a Tennessee law requiring a 48-hour waiting period for abortions in a decision that drew sharp dissents.

The full court on Thursday ruled 9-7 that a 2015 law requiring a patient to first be counseled by a doctor in person and then wait at least 48 hours before returning for an abortion is constitutional and not a substantial obstacle to women seeking the procedure.
