Federal prosecutors are turning their attention to lenders—especially to upstart financial technology companies—as they hunt for fraud within the billions of dollars doled out by Congress during the pandemic.

Investigators are examining whether lenders, in the rush to get emergency funding to business owners in the frantic early days of the COVID-19 pandemic, performed basic due diligence and compliance checks on applicants, according to white-collar attorneys and government oversight reports.
