As the U.S. commemorates the 20th anniversary of the Sept. 11 terror attacks, once again—just as every year—2,977 names of innocent people killed will be read.
For the surviving families, "the damages of pain and suffering can't be liquidated," said Motley Rice attorney Jodi Flowers, referring to the difficulty of classifying the emotional trauma suffered by the victims in a compensation amount.
