In his first published opinion on a federal appeals court, Judge Toby Heytens on Tuesday sided with a man charged with a firearms offense, who claimed police conducted an unreasonable search of his bag.
Heytens joined the U.S. Court of Appeals for the Fourth Circuit three months ago after being nominated by President Joe Biden to replace Judge Barbara Keenan, who assumed senior status.
