A Jan. 6 defendant’s request to travel to Europe this summer divided a panel of judges on the U.S. Court of Appeals for the D.C. Circuit.

In a five-page judgment issued June 24, the appeals court reversed U.S. District Judge Tanya Chutkan’s order denying Elias Irizarry’s request to participate in a three-week study abroad program in Estonia in July. During Irizarry’s hearing on the motion, Chutkan had expressed concern he could flee to bordering Russia.
