U.S. District Judge Glenn Suddaby of the Northern District of New York on Thursday granted a temporary restraining order partially blocking New York's Concealed Carry Improvement Act, which tightened firearms licensing standards after the U.S. Supreme Court struck down the state's proper-cause standard in June.
