A divided U.S. Supreme Court ruled Thursday that a Reconstruction-era civil rights statute allows residents to sue nursing homes for allegedly violating federal Medicaid standards.
Section 1983, passed as part of the Civil Rights Act of 1871, gives individuals the right to sue over the deprivation of rights "secured by the Constitution and laws."
