The U.S. Department of Justice on Thursday proposed rules clarifying the definition of who is engaged in the business of selling firearms, a regulation that would result in more sellers required to obtain a federal license and conduct background checks on buyers.

The Bipartisan Safer Communities Act, enacted last year, expanded the definition of those “engaging in the business” of selling firearms. DOJ was authorized to provide a regulatory framework for the statute.
