Congress should clarify language in a voter registration law to explicitly require states to release voter lists in a digital format when it's the most cost-effective way to deliver them, U.S. Court of Appeals for the Eleventh Circuit Judge Nancy Abudu wrote Wednesday in a partial dissent criticizing Alabama for not electronically releasing requested voter rolls.
