A federal appeals court ruled for Amazon.com and tossed out a $1 million civil penalty Friday, citing the U.S. Supreme Court’s late June decision that ended “Chevron deference” for administrative agencies.

The U.S. Court of Appeals for the District of Columbia Circuit rejected the U.S. Department of Agriculture’s strict-liability interpretation of two federal laws governing the importation of meat and plant products. The USDA had accused Amazon of supporting the unlawful importation of poultry and kaffir lime leaves and imposed the maximum statutory fine under its broad reading of the law.
