One quirk of President Joe Biden’s U.S. Supreme Court reform plan is that one of its most popular components may be the most logistically difficult to pull off.

After laying the groundwork for a major announcement on the Supreme Court for weeks, the president on Monday said he would spend the final months of his term pushing for a constitutional amendment to overturn the Trump v. United States presidential immunity decision, along with an enforceable ethics code and term limits for Supreme Court justices.
