The case of Rand Allen’s career was a headline-grabber. In March 2008, news broke that U.S. aerospace giant Boeing Co. had lost a $35 billion contract to build refueling tankers for the U.S. Air Force. Boeing quickly called on Allen, who had represented the company before. It took Allen and his team at Washington’s Wiley Rein three days to write a 180-page protest, arguing that the Air Force had provided misleading technical requirements and failed to follow its own procurement procedures. After the Government Accountability Office agreed, the Air Force scrapped the contract in July 2008 and will be re-opening the bidding. Allen said this was “the biggest contract that’s ever been overturned.” — Jordan Weissmann
