Filings at the Federal Communications Commission (FCC) provide a rare glimpse into a usually secretive process, revealing that the companies have hired a bevy of heavy-hitting firms, including O’Melveny & Myers, Covington & Burling, Patton Boggs and Steptoe & Johnson LLP.
