Emeka Moneme, 37, joins the Car­men Group in Washington as executive managing director and head of the firm’s District of Columbia practice. He will lobby and consult for clients on D.C. government development, funding and regulatory matters. Since leaving the Washington Metropolitan Area Transit Authority as chief administrative officer at the end of 2009, Moneme has worked as a private consultant for Parsons Brinckerhoff and Public Financial Management Inc. Moneme earned a master’s degree in community planning from the University of Cincinnati.
