The U.S. Court of Appeals for the 9th Circuit began ­making judicial assignments to assist the District of Arizona, whose new chief judge, Roslyn Silver, declared a judicial emergency on Jan. 25. David Madden, assistant circuit executive of the 9th Circuit, confirmed that 20 outside judges have been designated as visiting judges in Arizona. Silver replaced the late John Roll, who requested the emergency declaration to cope with one of the highest caseloads in the country. The designation extends the deadline for trying defendants to 180 days. Roll was killed in the shooting rampage in Tucson, Ariz.

CHALLENGE TO MANDATE

A federal judge ruled that a Pennsylvania couple may sue to block enforcement of the federal health care reform law’s individual mandate. U.S. District Judge Christopher Conner in Harrisburg, Pa., did not address whether the plaintiffs have a valid theory that the law is unconstitutional under the commerce clause. Conner ruled that the plaintiffs had standing because they were forced to reconsider the five-year financing of a new car because of the cost of complying with the mandate, which doesn’t take effect until 2014.
