As state officials grapple with how to prosecute a spike in copper theft, insurance coverage disputes and negligence claims related to copper theft are turning into state and federal lawsuits.
At least seven insurance-dispute, breach-of-contract and negligence lawsuits have been filed in the past year, including a half-dozen federal cases in Louisiana, Michigan, Mississippi and Texas and at least one state court case in California.
