The former manager of a small Southern California city who has admitted plundering its coffers for personal gain has filed a plea agreement with the court to federal tax charges, according to federal prosecutors in Los Angeles.

Robert Rizzo, who made national headlines for receiving almost $800,000 in annual compensation as top administrator of Bell, Calif., had pleaded no contest on Oct. 3 to embezzlement charges brought under a high profile public corruption probe by the Los Angeles County district attorney’s office.
