Mirroring different rulings from two federal district judges, an independent White House privacy board is divided over the constitutionality of the National Security Agency’s bulk collection of Americans’ phone records.

Privacy and Civil Liberties Oversight Board members offered their comments on Jan. 23 at a meeting in Washington after the panel released a report critical of a NSA surveillance program under Section 215 of the USA Patriot Act.
