The chief counsel of the Federal Highway Administration, Fred Wagner, has rejoined Beveridge & Diamond in Washington as partner and will lead the firm’s natural resources and project-development practice.

Appointed by President Obama to head the 60-person legal team at the federal agency , Wagner began serving in January 2011, managing all legal matters related to the $40 billion federal-aid highway program.
