President Barack Obama’s administration is raising concerns about potential discrimination in the use of consumer information shared and gathered by data brokers, urging the shadowy data-services industry to shine a light on its activities.
In a much anticipated 85-page review of “big data” [PDF] the White House on Thursday put a spotlight on data brokers, pointing to a report from Senate investigators that found data brokers using terms such as “Ethnic Second-City Strugglers” and “Rural and Barely Making It” to categorize consumers for marketers. The concern, the White House analysis says, is the information data brokers collect can hurt consumers through the creation of “scores” that, unlike traditional credit scores, aren’t regulated by the Fair Credit Reporting Act, which has transparency requirements.
