Stay requested: South Carolina on Tuesday asked the U.S. Supreme Court to put the brakes on same-sex marriage in that state pending appellate review. Read the state’s emergency petition here. Pyrrhic Victory?: The U.S. Senate narrowly rejected a bill by Sen. Mary Landrieu, D-La., to approve the Keystone XL Pipeline. Landrieu, who faces a Dec. 6 run-off election, fell one vote shy of the 60 required to approve the nearly 1,700-mile, $7.6 billion project, The Washington Post reports.
