The city of Chicago argues it did not illegally delegate its police powers to a law firm hired to prosecute a lawsuit against several drugmakers over allegedly misinforming the public about the risks and benefits of opium-like pain medications.

Seven pharmaceutical companies that are being sued by Chicago over their opiate painkillers argued that Cohen Milstein Sellers & Toll PLLC, deputized as special assistant corporation counsel to Chicago Corporation Counsel Stephen R. Patton, should be disqualified. The drugmakers want the contingency fee agreement invalidated and Chicago barred from retaining Cohen Milstein.
