The Justice Department plans to seek $18 billion in civil penalties against BP Exploration & Production Inc. later this month for its role in causing the Deepwater Horizon oil spill.

Trial in the penalty phase of the government’s case against BP and subcontractor Anadarko Petroleum Corp. is scheduled to start on Jan. 20 in New Orleans. The Justice Department will seek the maximum allowable damages under the Clean Water Act over the 2010 disaster, which killed 11 people and spewed nearly 5 million gallons of oil into the Gulf of Mexico.
