Justice Stephen Breyer spoke Thursday about the centrality of the rule of law to guarantee human rights, and its fragility even in the countries where it is most established.
Breyer made his remarks at the 32nd annual Robert F. Kennedy Human Rights Award ceremony honoring Russian lawyer Natalia Taubina for her work on behalf of police abuse victims in her country. Forty-seven activists from 29 countries have received the award since 1984.
