California Strangles Big Tobacco: Stricter tobacco rules were signed into law by California Gov. Jerry Brown Wednesday. The state will now regulate vaping products more and raise the smoking age from 18 to 21.

Waning Health Care Fraud Cases: A report from Syracuse University says this year will have the lowest level of federal prosecutions for health care fraud since 1998, according to Justice Department data. In the first half of this fiscal year, “the government reported 239 new health care fraud prosecutions. If this activity continues at the same pace, the annual total of prosecutions will be 478 for this fiscal year, down 23.2 percent from the past fiscal year and down 61.3 percent from five years ago.”

Mum on Merrick: Chief Justice John Roberts Jr. didn’t have a lot to say Wednesday in remarks about the post-Scalia dynamics at the high court. “Well, you know, most of our cases — I don’t think many people realize it — most of our cases are not 5 to 4.”
