Concealed carry: A divided U.S. Court of Appeals for the Ninth Circuit handed a big win Thursday to gun control advocates, ruling that firearms owners have no constitutional right to carry a concealed gun in public. The decision upheld San Diego and Yolo counties’ decisions to deny concealed carry licenses to some applicants. Don’t expect the Supreme Court to review the 9th Circuit’s 7-4 decision anytime soon, Reuters reports. The National Law Journal has more here.

Citizenship for Samoans: A century-old law denies automatic U.S. citizenship to the newborns of American Samoans. That law relegates them to second-class status, American Samoans say, and they’re asking the Supreme Court to overturn it, the Los Angeles Times reports. The NLJ’s Marcia Coyle has more here.
